Jay Manning is currently a partner with Cascadia Law Group, one of the Pacific Northwest’s premier environmental law firms. Jay rejoined Cascadia after serving for two years as the Chief of Staff for Governor Gregoire. As Chief of Staff, Manning worked closely with the Governor, her staff and with legislators, business and other community leaders on issues as wide ranging as education, health care, job growth and environmental protection.
Prior to joining Governor Gregoire’s staff, Manning was the Director of the Washington State Department of Ecology. Manning served as Ecology Director for over 4 years. He focused his efforts on water management, Puget Sound restoration and global warming.
Before being appointed to lead the Department of Ecology, Manning worked as an environmental attorney for 22 years with both the Attorney General’s office and in private practice. He is experienced in virtually all areas of environmental law and policy. He has worked closely with businesses, municipalities, Indian Tribes, and environmental groups.
Manning has worked closely over the years with the environmental community, currently serving on the Board of Washington Environmental Council. He served as President of the Washington Environmental Council Board from 2000-2004.
Manning earned a B.A. in political science from Eastern Washington University and a law degree from the University of Oregon.
